Türkiye’de Eğitim ve Eğitim Vizesi Süreci Hakkında

Türkiye’de Yüksek Kariyer Eğitim Kurumlarında eğitim görmek isteyen ve amacına uygun vize ile gelmek için kurumumuza  başvuran “Ön Kayıt Kabul Mektubu” almaya hak kazanan kursiyerlerin Türkiye’ye gelmeden önce “Eğitim Vizesi/Türkçe Dil Kursu (Turkish Language Course Visa)” almaları gerekmektedir. Yabancı uyruklu kursiyerin vatandaşı olduğu kendi ülkesinde  veya resmi olarak ikamet ettiği başka bir ülkedeki Türkiye Cumhuriyeti Dış Temsilciliğine başvuruda  bulması durumunda vize verilmektedir. Türkiye’de kalış amacına uygun vize (Türkçe Dil kursu/Turkish Language Course Visa) alacak yabancı uyruklunun Türkiye’deki Yüksek Kariyer Eğitim Kurumundan aldığı “Ön Kayıt Kabul Mektubu” ve kurumumuzun evrakları ile birlikte Konsolosluğa (Türkiye Dış Temsilciliği) sunması gerekmektedir. Kursiyerin uluslararası pasaportuna, amacına uygun vizenin (Türkçe Dil Kursu/Turkish Language Course Visa) işlenmesi gerekmektedir.

Türkiye’ye eğitim vizesi (Türkçe Dil kursu Vizesi/Turkish Language Course Visa) almadan, vize muafiyeti veya diğer vize türleri ile gelen kişiler Türkiye’de  kalış amaçları kısıtlı ve farklı olduğu için ikamet almalarında sorun yaşamaktadırlar.

Sonuç olarak Göç İdaresinin uygulaması kapsamında, Türkiye’de uzun süre (en az 1 yıl) kalacaksanız amacına uygun vize (Türkçe Dil Kursu Vizesi/Turkish Language Course Visa) ile gelmeniz gerekir. Bu amaç ile gelen kursiyerlerimize kayıt işlemi ve ikamet iş/işlemlerini sorunsuz yapılmaktadır. İlk olarak bir yıl, bir yıl sonunda bir yıl daha uzatma kaydı ile toplamda  2(iki) yıl  Türkiye’de kalabilirler.

Eğitim vizesi ile (eğitim, öğrenim, staj, kurs, öğrenci değişim programı, Türkçe Dil Kursuna katılma amacıyla gelen yabancılar) Türkiye’ye gelip Yüksek Kariyer Eğitim Kurumlarına kayıt yaptıran yabancı kursiyerlerin, öğrenim amaçlı ikamet izni (Türkçe Dil Kursuna katılma amaçlı) başvurusunda bulunmaları gerekmektedir. Türkiye Cumhuriyeti Dış Temsilciliği tarafından verilen eğitim vizesinin süresi ülkelere farklılık göstermektedir. Eğitim vizeleri 30 veya 90 gün şeklinde verilmektedir. Yabancı kursiyerin bu süreyi doldurmadan ikamet ettiği il veya ilçe Göç İdaresi Müdürlüğü’ne müracaatta bulunarak öğrenim amaçlı ikamet izni (Türkçe Dil Kursuna katılma amaçlı) ikamet izni alması gerekmektedir.

Eğitim Vizesi Nedir?

Vize, bir devletin dış temsilcilikleri veya sınır makamları aracılığıyla, ülkesine seyahat edecek bir yabancının pasaportuna koyduğu ve bu yabancının ülkesinin sınır kapısına kadar giderek sınır makamlarına giriş için başvuru yapabileceğini girebileceğini gösteren bir kayıttır.

Eğitim Vizesi Nereden Alınır?

Seyahat edilecek ülkenin;

1. Büyükelçiliğinin Konsolosluk Bölümünden; Başkonsolosluğundan veya Konsolosluğundan,
2. Bazı ülkeler Fahri Başkonsoloslukları veya Fahri Konsoloslukları aracılığıyla alınabiliyor.

Örneğin yurt dışı turları satan turizm şirketleri ve sırf vize almak üzerine uzmanlaşmış şirketler…Öte yandan online başvuru hizmetinden de yararlanabilirsiniz. Fakat vize alınan yer ilgili başvuru kurallarına göz atmayı yukarıda belirtilen kurumlara gitmeden önce gerekli belgeleri tamamlamayı unutmayın. 

Eğitim Vizesi Başvurusunda Hangi Belgeler İstenir?

1. Kursiyerin vizesi başvuru form
2. En az 1 yıl geçerli pasaport
3. Yabancının eğitime kabul edildiğine dair “Ön Kayıt Kabul Mektubu (Davet Mektubu)” yazısı
4. Türkiye’de öğrenim göreceğiniz süre boyunca maddi geçiminizi nasıl sağlayacağınızı gösterir belge (Burs belgesi, Banka hesap özeti vb.)

Kursiyerlerin vize başvurularında istenilen bu evraklar uyruğunda bulunduğunuz ülkeye göre değişiklik arz etmektedir. Genel olarak istenilen belgeler yukarıdaki gibidir.

Eğitim vizeleri tek girişlidir. Eğitim vizesi ile ülkeye giriş yaptıktan sonra yabancının amaçlı ikamet izni (Türkçe dil kursuna katılma amaçlı) amaçlı ikamet izni başvurusunda bulunması gerekmektedir. Kursiyerlerin öğrenim amaçlı ikamet izni (Türkçe dil kursuna katılma amaçlı) ikamet izni başvurusu yapmadan yabancının Türkiye’den çıkış yapması durumunda, vizesi iptal olacaktır. Vizesi iptal olan yabancı Türkiye’ye vize muafiyeti kapsamında tekrar giriş yaparsa Kursiyerlerin öğrenim amaçlı (Türkçe dil kursuna katılma amaçlı) ikamet izni alamayacaktır. Bu durumda, yabancının tekrar ülkesine dönerek eğitim vizesi alması gerekecektir. Mağduriyet yaşanmaması adına bu hususlara dikkat edilmesi gerekmektedir. 

Eğitim Vizesi Başvurularında Dikkat Edilecek Hususlar Nelerdir?

1. Bir vize başvurusunda genel kural, başvurunun şahsen yapılmasıdır.
2. Pasaportun yıpranmamış olması gerekir. Yıpranmış pasaporta vize alsanız dahi sınırdan geri çevrilmeniz mümkündür. Pasaportunuzu yenilemenizde yarar vardır. (Pasaport başvurusuna ilişkin ayrıntılı bilgi için: göç idaresi resmi web sitesi https://www.goc.gov.tr adresindeki internet sitesine bakınız.)
3. Pasaportunuzun geçerlilik süresinin başvuru tarihinden itibaren en az bir yıl olmasına özen göstermelisiniz. Bu hususu vize talep edeceğiniz ülkenin temsilciliğinden teyit ettirmenizde yarar vardır.
4. Mülakat sırasında, yetkilinin sorularına doğru yanıtlar vermeniz önemlidir.
5. Başvurunuzu eksiksiz belgelerle yapınız. Tahrif edilmiş veya sahte belgelerle başvuruda bulunmak yasalara göre suçtur.
6. Vize bir egemenlik hakkıdır. Bu nedenle başvurunuzun reddedilebileceğini önceden kabul ediniz.
7. Mülakat sırasında, yetkilinin, hakkınızda olumlu izlenim edinmesi, başvurunuzun kabul edilme şansını arttırır.
8. Seyahatinizi gerçekleştirebilecek ekonomik olanaklara sahip olduğunuzu belgelemeniz beklenir.
9. Mülakatın amacı; seyahat edeceğiniz ülkenin makamlarının bu ülkeye seyahat edecek yabancılar için belirlediği koşulları taşıyıp taşımadığınızı anlamaktır.
10. Ülkenizde işsiz iseniz veya kendinizin ve bakmakla yükümlü olduğunuz kişilerin geçimlerini sağlayabilecek düzenli ve yeterli bir gelir düzeyine sahip değil iseniz potansiyel bir göçmen olarak kabul edileceğinizden vize alma şansınız oldukça düşüktür. Bu durumda iseniz, vize başvurusunda bulunmamanız uygun olacaktır. Reddedileceğini bildiğiniz bir talepte bulunmaktan kaçınmanız zaman ve para tasarruf etmenizi sağlayabilir.
11. Bazı ülkeler vize harcının yanında, yüksek sayılabilecek meblağlarda başvuru veya işlem harcı almaktadırlar. Bu koşullar ülkeden ülkeye değişmektedir. İlgili temsilcilikten bilgi almanızda yarar vardır. 

Kimlere Vize Verilmez?

Bir ülkeye hangi yabancının girebileceğine karar vermek, uluslararası hukuka göre, o devletin egemenlik yetkilerindendir. Bu husus, tartışılmaz temel bir kuraldır. Devletler ülkelerine hangi yabancıların girebileceğini kendi ulusal çıkarlarına göre belirlerler. Her devletin ülkesine girmeleri yasaklı/sakıncalı yabancılar listesi vardır.
